Monthly check of the CI image

The CI image git.strawly.app/strawly-music/flatpak-kde-rust:6.11 stays as it was built until it is rebuilt by hand. This adds a workflow that tells us when Flathub has moved on.

  • Runs on the 1st of each month at 17:00 UK time (timezone: Europe/London), and by hand from the Actions page.
  • Compares the commits of org.kde.Sdk//6.11, org.kde.Platform//6.11 and org.freedesktop.Sdk.Extension.rust-stable//25.08 in the image with Flathub. It reads only Flathub's index, not the downloads.
  • When one differs, it opens a "Rebuild the CI image" issue that lists them with their build dates and points to the README. It opens no second issue while one is open.
  • A manual run with the test input opens the issue even when the image is current.

The README's CI image section mentions the check.

Checked

The comparison ran in the image with Docker: today all three match Flathub, so nothing is opened, and with test all three are listed. Opening the issue can only run from main, so after merging: run the workflow by hand with test, check that the issue and its email arrive, then close it.

On the 1st of each month at 17:00 UK time, the workflow compares the
KDE SDK, the KDE runtime and the Rust extension in the CI image with
Flathub's latest commits. When one differs, it opens a "Rebuild the CI
image" issue, unless one is already open. Run by hand with the test
input, it opens the issue even when the image is current.
