  • Expands the running-idle case of the VM Terminate recommendation in virtual-machine.md. Terminate is suppressed, and rightsize evaluated instead, when any guard trips: 95th percentile of daily CPU peaks at or above cpuPctTerminateMax (default 10%), any daily CPU peak at or above cpuPctMaxSafe (default 50%), used memory at or above memPctMin or resident memory at or above memIdleMaxGiB (default 16 GiB), peak disk IOPS at or above diskIopsMaxSafe (default 70%), mean daily outbound traffic at or above netOutIdleMaxMiBPerDay (default 50 MiB), or memory or network data covering less than half the lookback window.
  • Links the Azure Advisor cost recommendations page as the model for these guards.
